(b) To provide such services referred to above to persons of the female gender (or orphan male and females under 21 years of age) where such practices are permitted by law or dispensation to discriminate has been mandated, licensed or permitted.

(c) To assisting the poor, disadvantaged and impoverished by the provision of both general and special assistance, education and guidance to enable to assist in the development of home or small business enterprise.
